CARA to host key adoption conclave in Visakhapatnam, focus on special needs rehabilitation


The Central Adoption Resource Authority (CARA), under the Ministry of Women and Child Development, will organize the National Adoption Awareness Conclave 2025 in Visakhapatnam Thursday, bringing policymakers, experts and adoptive families together to advance the dialogue on adoption and child welfare.


Organised in collaboration with the Andhra Pradesh Department of Women Development and Child Welfare, the conclave will spotlight non-institutionalised rehabilitation for children with special needs as part of the nationwide observance of National Adoption Awareness Month.


In a statement issued here today, the Ministry said that the conclave underscores the Government’s commitment to promoting inclusive, compassionate, and family-based care for children without parental support in accordance with the Juvenile Justice (Care and Protection of Children) Act, 2015 and Adoption Regulations, 2022.


The conclave will include a series of sessions. A special film titled “Adoption of Children with Special Needs (Divyaang Children)” will also be launched to inspire awareness and encourage adoption among prospective parents.


With a diverse group of stakeholders, the conclave will host representatives from State Adoption Resource Agencies (SARAs), one District Child Protection Officer (DCPO) and one Child Welfare Committee (CWC) member across the States and Union Territories.


Bringing adoptive parents of children with special needs, prospective adoptive parents, officials from MWCD and the Government of Andhra Pradesh together under one roof, the platform aims to strengthen cooperation among enablers and beneficiaries of the adoption ecosystem.


The programme will promote best practices, facilitate policy discussions, and highlight the importance of sensitive, informed, and timely rehabilitation of children with special needs through adoption and other family-based care models.


The event will feature sharing of lived experiences by adoptive parents of children with special needs and a cultural performance by children, before concluding with formal acknowledgements.


The National Adoption Awareness Conclave 2025 is expected to generate actionable recommendations, foster cross-learning, and enhance operational synergy among stakeholders, thereby strengthening India’s adoption ecosystem to ensure that every child—especially those with special needs—finds a safe, nurturing, and permanent home.
